Elske ter Veld - Weet je wat belangrijk is, weet je wat Çcht goed is?

Jeltje van Nieuwenhoven is vrouw, komt uit de arbeidersklasse en is wars van dure woorden. Een volksvertegenwoordiger met wie velen zich kunnen identificeren. Maar of ze goed leiding kan geven aan vergaderingen, is volgens sommigen de vraag. Ze wist het even niet meer. Sinds 1981 zit ze in de Tweede Kamer. Daar weer voor bemande ze de bibliotheek van de Wiardi Beckmanstichting, het wetenschappelijk bureau van de Partij van de Arbeid. Nu dan, 54 jaar oud, heeft ze een erebaan: ze is kamervoorzitter. Jammer dat aan die benoeming enig gerotzooi voorafging. De PvdA had haar als kandidaat naar voren geschoven v¢¢r er debat gevoerd was omtrent een profielschets voor de nieuwe voorzitter. Zelf liet Jeltje overigens ook geen misverstanden bestaan over hoe graag ze met de hamer van de Kamer wilde slaan. In 1996 weigerde het CDA te luisteren naar de roep van de Kamer om een vrouw en kwam de partij met Bukman als opvolger van Deetman. Daarop besloot de PvdA-fractie samen met de andere fracties voortaan eerst een profielschets op te stellen. In 1998 was van meet af aan duidelijk dat de PvdA de volgende voorzitter ging leveren en kwam zij met niet meer dan ÇÇn kandidaat. De overige partijen voelden zich op ondemocratische wijze buitenspel gezet. Schutte van het GPV was niet de beste kandidaat verkozen. Dat is het voorzitterschap van de kamercommissie voor Volksgezondheid, Welzijn en Sport. Daar was het leidinggeven aan de vergadering niet haar sterkste punt. Dat heeft ze zelf ook wel een beetje toegegeven. Ze heeft erkend dat ze nogal rap van spreken is en soms nogal veel woorden nodig heeft. Het waren wel heel plezierige en gezellige vergaderingen. De overige fractievoorzitters richten zich op de procedure en niet tegen de nieuwe kamervoorzitter. Binnen de PvdA bleek een elftal tegen de kandidatuur van Jeltje van Nieuwenhoven te hebben gestemd. Volgens Het Parool ging het om de partijtop. De tegenstemmers volgden in elk geval fractievoorzitter Jacques Wallage. Die was een paar dagen eerder plotseling met drie andere vrouwelijke kandidaten op de proppen gekomen: minister De Boer, vice-fractievoorzitter Vliegenthart en staatssecretaris Netelenbos. Felix Rottenberg: 'Ik ga mij niet meer met de interne PvdA-business bemoeien. Natuurlijk gaat het altijd via omwegen en is er altijd gedoe en jaloezie. Maar dat is millimetergeneuk dat iedereen over een jaar vergeten is. Weet je wat belangrijk is, weet je wat Çcht goed is? Dat is dat er nu iemand zit die herkenbaar is. Afkomstig uit Friesland, eerder uit de lagere dan uit de hogere middenklasse. Woonachtig in de Randstad, maar met behoud van accent. Ze komt niet uit de bestuurlijke elite maar vertegenwoordigt een heel brede groep mensen. Dat is een verademing. Dat vind ook Guikje Roethof, ex-kamerlid voor D66. Roethof: 'Ik vind het heel bijzonder dat iemand die daar zo lang zit toch een sprankelende persoonlijkheid blijft. Je ziet heel wat mensen verdrogen in Den Haag. Dat liet ze bijvoorbeeld zien in 1993, toen de partij haar vriendin, staatssecretaris Elske ter Veld, liet vallen. Van Nieuwenhoven toog naar de persconferentie, waarop Ter Veld in snikken uitbarstte. Veel te klef, vonden anderen. Van Nieuwenhoven kort na dato hierover in Elsevier: 'Ach fractie: het zijn net gewone mensen. Negenenveertig is genoeg om een dwarsdoorsnede te hebben van de gewone wereld. Anderen zijn koud, hard en dom. Elske ter Veld herinnert zich dat interview nog goed. Ze moest van Jeltje haar trui binnenstebuiten keren voor de fotograaf. Ter Veld: 'Ik had een Snoopy-sweater aan en die mocht van Jeltje niet op de foto. Jeltje is altijd heel erg van: als je haar maar goed zit en je naam goed gespeld staat, dan is het goed. Wij kwamen samen in de Kamer. Eveline kwam meteen bij Ontwikkelingssamenwerking terecht, want dat is haar lust en haar leven. Ik verdronk direct in de ziektewet van Joop den Uyl en Ien Dales, want verdrinken in de ziektewet is mijn lust en leven. Jeltje ontwikkelde zich heel breed. Ze deed mediabeleid, cultuurbeleid, wat sociale zekerheid. Ik dacht: O God, laat ze niet ten onder gaan in die werelden. Het ging om de chef parlementaire redactie van de Volkskrant, Bob Groen, beroemd geworden door zijn verslaggeving van mei 1968 in Parijs. Ter Veld: 'Dat was een uitermate rustig mens met een heel goed analytisch vermogen en gevoel voor humor. De combinatie met Jeltje, die nogal snel in een hogere versnelling schiet, was z¢ leuk. Hij maakte haar breed van kennis en evenwicht. Getuigen waren Hans van Mierlo en Eveline Herfkens. CONSTANT VECHT was destijds parlementair verslaggever van dagblad De Waarheid. Hij ging bijna dagelijks met de twee om. Het was de tijd dat Van Nieuwenhoven zich druk begon te maken over de koers van de partij. Vecht: 'Begin jaren tachtig drongen CPN, PSP en PPR sterk aan op linkse samenwerking. Ze probeerden de PvdA, die altijd kopschuw was, op andere gedachten te brengen. Jeltje was aanwezig bij de eerste bijeenkomsten van de linkervleugel van de PvdA met radicaal-linkse politici. Ze volgde nauwlettend hoe de CPN probeerde te democratiseren en zich wat parlementairder te gedragen. Dat bezag zij heel positief. En toch: ze heeft zich altijd wel aan de linkervleugel opgesteld, maar ze ging nooit tegen de partijstandpunten in. Ze bleef steeds zeer loyaal aan de partij. Ook door ex-partijvoorzitter Max van den Berg. Van den Berg: 'Anderen waren nog wel eens te beroerd om op te duiken bij een spreekbeurt in een zaaltje ergens in het land. Jeltje was †ltijd bereid om dat te doen. Omdat ze het leuk vond, maar ook uit plichtsbesef. Ze vond dat ze deel uitmaakte van iets groters: van de sociaal-democratische beweging. Dat past ook een beetje bij waar ze vandaan komt. Dat is een politiek bewogen streek. Een gebied waar mensen in de vorige eeuw buitengewoon zijn uitgebuit. Daarmee werd het ook een gebied van politiek verzet en in ieder geval van politiek bewustzijn. Daar heeft zij niets van meegemaakt, maar met de geschiedenis van haar familie moet ze er toch het een en ander van hebben meegekregen. Een dorp van hoogstens vierduizend inwoners dat grotendeels leefde van de productie van rotanmeubels. Ook Van Nieuwenhovens vader werkte op de fabriek. Moeder was thuis of soms uit schoonmaken. Het gezin bezat een van de weinige boekenkasten van het dorp en Jeltje werd al gauw net zo'n verwoed lezer als haar vader was. De keuze tussen huishoudschool en mulo was snel gemaakt, maar na de mulo was het niet bepaald vanzelfsprekend dat ze verder leerde. Ze moest het doen met een opleiding tot bibliothecaresse via de bibliotheek van de dichtstbijzijnde grote stad: Wolvega. Ze spreekt nog immer alsof ze in Weststellingwerf rondloopt. Stroop: 'Ze spreekt geen Fries, maar een Saksisch dialect. Het wordt gekenmerkt door veel slot-n'en en heel heldere monoftongen. Dat betekent dat ze niet zoals in het Nederlands zeej en zoow zegt, maar een monotoon zee en zoo. Haar intonatie is wel weer een beetje Fries. Dat is die zangerigheid. Iedereen met zo'n accent kan dat makkelijk afleren. Van Nieuwenhoven vindt het kennelijk niet nodig om haar spraak aan te passen. Misschien is dat wel een diepere socialistische instelling: elk individu is gelijk, dus de spraak van elk individu is ook gelijkwaardig aan die van een ander. Maar deze vrouw zal nooit achter het loket bij ABN Amro mogen zitten. En ze zal nooit stewardess kunnen worden bij de KLM. Want haar spraak leidt de aandacht af van de boodschap en een accent is tolerabel zolang het niet de aandacht afleidt. Ze is op een bepaalde manier markant. Dat vinden mensen wel mooi. Ze is iemand die heel erg wars is van dikdoenerij. Ze raakt niet onder de indruk van dure taal. Gedoseerd plaatste ze een aantal moeilijke woorden die de helft van de fractie niet kon begrijpen. Wat ze verwachtte, gebeurde ook: niemand durfde te vragen wat die woorden betekenden. Van Nieuwenhoven is politiek slim. Ze weet precies van welke procedures gebruik te maken en hoe de juiste mensen te mobiliseren. Daar getuigde ook haar laatste actie in de Kamer van. De woordvoerders op het gebied van het internationale cultureel beleid waren de afgelopen kabinetsperiode eensgezind van menig dat staatssecretaris Nuis te karig was geweest met de subsidies voor vier instellingen. Roethof: 'De dag voor het reces van de oude Kamer organiseerde ze een fantastische truc. Zij zou tijdens de laatste algemene vergadering nog een motie indienen voor de PvdA, ik zou er een indienen voor D66, Marten Beinema voor het CDA en Sari van Heemskerck voor de VVD. Ieder stemde voor de moties van de anderen. Ze had het helemaal geregeld. Ik voor Press Now, bij de oprichting waarvan ik betrokken ben geweest. De VVD deed het Holland Festival en het CDA nam Nexus, want dat zit in Tilburg en daar zit ook weer Yvonne van Rooy. Dat had ze helemaal uitgedokterd. Daar bleek dat ze al die procedures van haver tot gort kent. Ze doorziet heel snel wat een hoofdpunt is en wie een spelletje aan het spelen is. In ieder debat worden voorbereidingen getroffen om trucs toe te passen waar anderen niet goed in zijn, en Jeltje heeft ze altijd gelijk door. Zelfs niet in 1989, toen Wim Kok had beloofd dat een kabinet met de PvdA voor minstens een kwart uit vrouwen zou bestaan. Hij beloofde vier vrouwelijke ministers. Hoog op de tiplijsten prijkte Jeltje van Nieuwenhoven. Uiteindelijk kwam Kok toch op mannen uit en werd Van Nieuwenhoven tweede vice-voorzitter van de Tweede-Kamerfractie. Na een paar jaar werd die functie afgeschaft. Ter Veld: 'Ze is een van de langstzittende kamerleden. Er zijn er niet meer zo veel van de generatie van 1981. Jeltje is zo langzamerhand uitgegroeid tot iemand met een gigantische ervaring. In de fractie heeft ze een soort nestorrol. Toen wij in de Kamer kwamen, waren er nog nauwelijks vrouwelijke kamerleden. Nu is zij de eerste vrouwelijke voorzitter. Zelf zei ze: het lijkt wel een meisjesdroom. Grootste onvolkomenheid is dat ze zo'n opgewonden standje kan zijn. Ter Veld: 'Ze zal zich zo nu en dan vreselijk opwinden. Net als de afgelopen jaren in de Kamer. En als ze eens heel enthousiast boos zal worden, dan heeft dat ook zijn charme. Een beetje emotie hoort erbij. Zijn mannen bang voor. Maar het m†g best.
